Ende 1999 war die FPÖ, die immer wieder mit ausländerfeindlichen Wahlkämpfen Aufsehen erregt, als zweitstärkste Partei in den Nationalrat gewählt worden. Wenige Monate vor Schlingensiefs Kunstaktion war es auf Bundesebene zu einer Regierungskoalition zwischen FPÖ und ÖVP gekommen, die heftige Proteste im In- und Ausland ausgelöst hatte.

Nach dem Scheitern der Koalitionsverhandlungen zwischen SPÖ und ÖVP im Jänner 2000 machte Jörg Haider (+ 2008) Wolfgang Schüssel von der ÖVP as the new chancellor.
